The National People's Congress website has published the draft of the "Dangerous Chemicals Safety Law." This draft governs the safety management of the manufacturing, storage, use, operation, and transportation of dangerous chemicals. It sets forth conditions for the sale of experimentally produced dangerous chemicals and mandates that import companies provide Safety Data Sheets (SDS) and Globally Harmonized System (GHS) labels for these chemicals.

Companies engaged in the manufacturing and storage of dangerous chemicals are required to implement safety risk classification and management systems, as well as Process Safety Management (PSM) systems. All institutions using dangerous chemicals—including companies, schools, research institutions, inspection facilities, and medical institutions—must establish safety management systems tailored to the types and quantities of chemicals they use. Additionally, dangerous chemicals used in research, experimental manufacturing, and experimental sales that involve minimal quantities and exposure are exempt from registration.
